DICDL
DICDL is Dholera Industrial City Development Ltd, the special purpose company that builds the Dholera city. Incorporated on 28 Jan 2016, it is owned 51 percent by the Gujarat government through DSIRDA (the Dholera Special Investment Region Development Authority, the body that plans the area and approves land use) and 49 percent by the central government through the NICDC (the National Industrial Corridor Development Corporation, the central agency behind the corridor) Trust.

What DICDL is
Dholera Industrial City Development Ltd, DICDL, is the special purpose vehicle that develops and builds Dholera on the ground. It was incorporated on 28 Jan 2016. Ownership is split between the Gujarat government, which holds 51 percent through DSIRDA, and the central government, which holds 49 percent through the NICDC Trust. This joint ownership reflects Dholera's dual identity as both a Gujarat SIR (Special Investment Region, a state-notified industrial zone that gets its own planning authority) and a central DMIC (the Delhi Mumbai Industrial Corridor, the national industrial belt Dholera sits on) node. DICDL is the entity that lays trunk infrastructure, builds the ABCD command centre, allots plots and manages the Activation Area (the first phase of Dholera to get roads, water, power and drainage).
Why DICDL matters
DICDL is the body that turns plans into physical infrastructure, so its records track what has actually been built rather than what is planned. According to the NICDC Delivery Monitoring Unit report dated 30 Jun 2026, about 48.31 sq km had been transferred to DICDL, with 545 acres allotted in Dholera, of which 476 acres were industrial, and Tata Chemicals named as an industrial anchor. DICDL interviews are also the source for the reported utilities inside the Activation Area, including underground power and fibre ducts, piped gas, a water treatment plant of about 50 MLD and roughly 72 km of internal roads. Its ownership structure and its build records make it the reference point for on-ground progress.
