How the glossary is organised
Dholera comes wrapped in acronyms and technical land terms, and getting them straight is the first step to reading any claim about the project honestly. The glossary collects them in one place with clear definitions. It covers the legal and planning framework, the Special Investment Region and the Town Planning scheme, the Activation Area (the first phase of Dholera to get roads, water, power and drainage) and the Final Plot. It covers the institutions, DSIRDA (the Dholera Special Investment Region Development Authority, the body that plans the area and approves land use) the planning authority, DICDL (Dholera Industrial City Development Limited, the company that builds the city) the company that builds the city, and NICDC (the National Industrial Corridor Development Corporation, the central agency behind the corridor) the central corridor agency. It covers the land and process terms a buyer meets, Non-Agricultural status, the CRZ (the Coastal Regulation Zone, the rules that restrict what can be built near the sea), GUJRERA (the Gujarat Real Estate Regulatory Authority, where a legitimate project must be registered), the single-window system and the 7/12 extract. Terms you will meet most often
A few terms recur across almost every Dholera discussion. SIR, the Special Investment Region, is the statutory container for the whole project under the Gujarat SIR Act, 2009. The Activation Area is the roughly 22.5 sq km first serviced zone inside Town Planning Scheme 2, and it is the honest yardstick for what has actually been built. DICDL, DSIRDA and NICDC are the three bodies that plan, build and centrally coordinate the city. For anyone looking at land, Non-Agricultural status, the Final Plot number, GUJRERA registration and the 7/12 extract are the practical checks that separate a genuine, serviced plot from a marketing description. Why the definitions matter
Precise terms are a defence against loose or misleading claims. Knowing that the SIR is a defined statutory area, not a marketing phrase, helps you spot land sold as being in the SIR without the required conversion. Knowing that the Activation Area is only about 4.25 percent of the developable land keeps the 920 sq km headline in perspective. Knowing what a target is, versus a confirmed fact, lets you read an airport or rail date correctly. The glossary is built so that each definition ends by explaining why the term matters, because in Dholera the difference between a well-understood term and a fuzzy one is often the difference between an informed reader and a misled one.
