A single-window clearance system is designed to simplify the approvals an investor or developer needs, such as land, environmental, construction and utility permissions, by routing them through one coordinated interface instead of many separate government departments. The aim is to cut delay and reduce the number of offices an applicant must deal with. In Dholera, the single-window facility is part of the administrative setup housed in the ABCD building, which also holds the Integrated Command and Control Centre and the authority offices.
Why single window matters
For Dholera, the single-window system is one of the features that supports its plug-and-play pitch, the idea that an industrial investor can arrive and get set up with minimal bureaucratic friction. It is meant to make the SIR (Special Investment Region, a state-notified industrial zone that gets its own planning authority) competitive against other locations by shortening approval timelines. For a researcher, the single-window facility is best understood as part of the governance design rather than a physical asset, so its real value depends on how well it functions in practice. It sits within the broader authority structure of DSIRDA (the Dholera Special Investment Region Development Authority, the body that plans the area and approves land use), DICDL (Dholera Industrial City Development Limited, the company that builds the city) and NICDC (the National Industrial Corridor Development Corporation, the central agency behind the corridor) that administers the region, and it is one of the reasons the ABCD building is described as the city's administrative hub.
