ICCC

What the ICCC is
The Integrated Command and Control Centre, ICCC, is the operational brain of a smart city. It brings the data feeds from many city systems into one control room, so operators can monitor and manage utilities and services from a single place. In Dholera the ICCC is located inside the ABCD building, the Administrative cum Business Centre for Dholera, in the Knowledge and IT zone of TP Scheme 2. It is reported to cover water, power, lighting, surveillance, traffic and environmental monitoring for the developed area.
Why the ICCC matters
The ICCC is one of the features that distinguishes Dholera as a planned smart city rather than an ordinary industrial estate, because civic systems are designed to be sensor-fed and centrally managed from the outset. It is reported by DICDL (Dholera Industrial City Development Limited, the company that builds the city) to be operational within the Activation Area (the first phase of Dholera to get roads, water, power and drainage). As with several Dholera claims, the honest framing is that its core function is well documented while some details, such as exact commissioning dates, are described as reported rather than independently certified. For a researcher, the ICCC represents the control layer that sits on top of the physical trunk infrastructure, and it is best assessed together with what has actually been built on the ground in the Activation Area.
