Greenfield versus brownfield cities

Greenfield cities are built on open land with utilities, roads and digital systems planned first, while brownfield development retrofits improvements into an existing built-up city. Dholera is a greenfield example. This page explains the trade-offs of each approach and why the greenfield method shapes so much of how Dholera is designed and how slowly it becomes visible.

The core distinction

In city planning, greenfield and brownfield describe the starting canvas. A greenfield project builds on largely open, undeveloped land, so planners can lay out roads, utilities, drainage and digital networks as one coordinated system before any building goes up. A brownfield project works within an existing city, upgrading, redeveloping or retrofitting infrastructure into streets and buildings that are already there and already occupied. Dholera is a clear greenfield case: it is being built on flat, largely open Bhal coastal land, which is why it can bury utilities, reserve transit corridors and design its Integrated Command and Control Centre from the outset. Most Indian smart-city work under the national Smart Cities Mission, by contrast, is brownfield, improving existing cities in place.

Advantages of greenfield

The greenfield approach has real strengths. Because there is no existing fabric to work around, engineers can coordinate every system: underground power and fibre, piped gas, separated potable, recycled and stormwater networks, a road spine with a reserved rapid-transit corridor, and metered utilities feeding a command centre. Dholera demonstrates this in its Activation Area (the first phase of Dholera to get roads, water, power and drainage), where about 72 km of roads and a full underground utility layer were built before plots were allotted. Greenfield also allows generous rights of way and future-proofing that would be impossible to retrofit into a crowded old city. In principle, this produces a more efficient and manageable city, which is the central promise of building from scratch.

Disadvantages of greenfield

The weaknesses of greenfield are equally real. Building everything first is extremely capital-intensive and shows little visible result for years, which is why greenfield cities can look empty even when major engineering is complete. There is no existing population or economy to lean on, so demand for housing, jobs and services must be created rather than inherited, and that can take decades. Greenfield sites can also raise land-acquisition disputes, as Dholera saw with the Gujarat High Court staying acquisition in 2015 after farmer petitions. Timelines routinely stretch, and the promotional end state can stay distant for a long time. Brownfield development, by contrast, is messier to build but sits inside an existing economy that provides immediate users, so it can deliver visible benefit faster.

Why it matters for reading Dholera

Understanding the greenfield model is essential to reading Dholera fairly. Its early emptiness, its heavy up-front spending on trunk infrastructure, and its long phasing over about 30 years are all normal features of building from open land, not necessarily signs of failure. Equally, the greenfield method does not guarantee success; it raises the stakes, because the city must generate its own demand. The honest way to judge Dholera is by whether its serviced core attracts anchor industry and, in time, population, and by dated construction milestones rather than by the master plan. Greenfield is a high-ambition, high-patience approach, and Dholera is a large bet on it. This is a neutral planning explainer, not investment advice.

India uses both approaches

It is worth stressing that India is not choosing between greenfield and brownfield but pursuing both at once. The national Smart Cities Mission has largely funded brownfield improvements, retrofitting technology and infrastructure into existing cities where most Indians already live, which delivers benefits to current residents relatively quickly. Greenfield projects such as Dholera and GIFT City sit alongside this as bets on building new capacity from scratch, aimed at industry, finance or new capitals. Each approach suits different goals: brownfield upgrades an existing economy in place, while greenfield creates new economic geography but must generate its own demand over decades. Seeing Dholera as the greenfield end of a two-track national strategy helps set expectations, because its slow, capital-heavy, from-scratch nature is a deliberate feature of that track, not a flaw, and it should be judged against other greenfield builds rather than against quick brownfield wins.
