What PM Gati Shakti is

PM Gati Shakti is a national master plan intended to coordinate India's infrastructure building across sectors and agencies. Its purpose is to end the situation where roads, railways, ports, airports, power and telecom are each planned in isolation, which leads to duplicated work, poor sequencing and higher costs. Under Gati Shakti, these networks are meant to be mapped and planned together, often on a shared digital platform, so that a new industrial area gets its road, rail, power and connectivity planned in an integrated way. It is a planning and coordination framework rather than a single construction project, and it applies across the country. For a corridor city like Dholera, the value of such a framework is that its many infrastructure pieces can be sequenced to support one another.

How it relates to industrial corridors

Industrial corridors such as the Delhi Mumbai Industrial Corridor are natural fits for the Gati Shakti approach, because they depend on many kinds of infrastructure arriving in a coordinated sequence: freight rail, expressways, ports, airports, power and water. The corridor nodes, including Dholera, need these networks to connect rather than to be built as disconnected projects. Gati Shakti provides the national framework for that coordination, sitting above the corridor agency NICDC (the National Industrial Corridor Development Corporation, the central agency behind the corridor) and the state and central bodies that deliver individual projects. In practice this means Dholera's connectivity projects are meant to be planned as part of an integrated logistics picture rather than one at a time.

Dholera projects under the framework

A concrete example is the Ahmedabad to Dholera semi-high-speed rail link. Its approval was confirmed through a government release dated 13 May 2026, at a cost of about Rs 20,667 crore for a roughly 134 km double line, and it was explicitly placed on the PM Gati Shakti framework. The line is designed to connect Ahmedabad, Dholera SIR (Special Investment Region, a state-notified industrial zone that gets its own planning authority), Dholera Airport and the Lothal heritage site, with completion targeted up to 2030-31. Framing the rail line as a Gati Shakti project reflects the intent to integrate it with the expressway, the airport and the wider corridor rather than treat it as a standalone railway. It is worth noting that the widely quoted 220 km per hour speed and 45 to 48 minute journey time are press figures; the official release states cost, length and timeline, not a speed, so the speed should be treated as reported.

How to read Gati Shakti claims

Because Gati Shakti is a coordination framework, it is easy for promotional material to invoke it as if it guarantees delivery. It does not; it is a planning method, and projects still have to be funded and built. The honest way to read a Gati Shakti label on a Dholera project is that the project is meant to be planned in an integrated way, and its actual progress should still be judged by dated milestones and approvals.
