Dholera compared with GIFT City
Dholera and GIFT City are both Gujarat greenfield smart-city projects, but they are built for different purposes. Two very different purposes
The first thing to understand is that Dholera and GIFT City answer different needs. Dholera, the Dholera Special Investment Region, is a greenfield industrial and manufacturing smart city, planned over about 920 sq km on the western coast of the Gulf of Khambhat, roughly 100 km southwest of Ahmedabad. Its focus is heavy industry: semiconductors, solar, general manufacturing and logistics, developed under the Gujarat Special Investment Region Act, 2009, as a node of the Delhi Mumbai Industrial Corridor. GIFT City, the Gujarat International Finance Tec-City, is a compact financial and services hub near Gandhinagar, about 12 km from Ahmedabad airport. Its focus is banking, capital markets, insurance, funds, fintech and bullion trading, operating as an International Financial Services Centre regulated by the IFSCA. So one is a manufacturing city and the other is a financial district. Comparing them on which is a better investment would miss the point; they are built to do different jobs. This difference in purpose is the single most important thing to hold on to, because almost every other contrast, in size, regulation, stage and pace, follows from it. A financial district can be compact and can fill quickly once firms register, while an industrial manufacturing city must assemble land, utilities and heavy anchors over a much longer horizon. Comparing them is useful for understanding how cities are built, not for ranking one against the other as an opportunity.
Scale and stage of build
The two projects differ sharply in size and maturity. GIFT City is small and largely built: its area is about 359 hectares, or 886 acres, split into a Special Economic Zone of about 106 hectares and a Domestic Tariff Area of about 253 hectares. It was announced in 2007 and established on 10 April 2015, and it is described as India's first operational greenfield smart city and International Financial Services Centre. By reported figures from around June 2025 it hosted roughly 939 registered entities, two international exchanges and India's first international bullion exchange. Dholera is far larger in ambition but far earlier in delivery: about 580 sq km developable and roughly 422 sq km urban, built in phases over about 30 years, with its roughly 22.5 sq km Activation Area (the first phase of Dholera to get roads, water, power and drainage) as the developed core. In short, GIFT City is a finished small district that is operating, while Dholera is a very large city still in its early phases. The maturity gap is worth dwelling on, because it is easy to let Dholera's larger ambition overshadow GIFT City's actual achievement. GIFT City is a working place with occupants and operating exchanges, whereas Dholera's comparable proof is concentrated in a serviced core and a fab under construction. In other words, GIFT City demonstrates completion at a small scale, and Dholera demonstrates early progress at a very large scale.
Governance and regulation
Both projects use dedicated structures, but of different kinds. GIFT City operates as an International Financial Services Centre under a specialist regulator, the IFSCA, which gives financial firms a distinct regulatory and tax environment intended to compete with offshore financial hubs. Its governance is oriented around financial-sector rules. Dholera is governed as a Special Investment Region, with DSIRDA (the Dholera Special Investment Region Development Authority, the body that plans the area and approves land use) as the statutory planning and land authority and DICDL (Dholera Industrial City Development Limited, the company that builds the city), the building special purpose vehicle incorporated on 28 January 2016, jointly owned by the Gujarat government at 51 percent and the central government at 49 percent through the NICDC (the National Industrial Corridor Development Corporation, the central agency behind the corridor) Trust. Dholera also offers single-window clearance for industry. So GIFT City is regulated as a financial centre, while Dholera is governed as an industrial development region, which reflects their different economic bases. These regulatory choices are not cosmetic, because they shape who comes. GIFT City's International Financial Services Centre status is designed to draw financial institutions that want a competitive regulatory and tax environment, while Dholera's Special Investment Region framework and single-window clearance are designed to draw manufacturers who need serviced land and streamlined approvals. Each governance model is tailored to the economic activity it is trying to attract.
The first smart city claim
A common confusion is worth settling. Dholera is often marketed as India's first smart city, but that claim is imprecise. The more accurate label, first operational greenfield smart city, applies to GIFT City, which was actually operating years before Dholera reached the same stage. Dholera is better described as India's flagship greenfield industrial smart city and the largest node of the Delhi Mumbai Industrial Corridor, with the word first treated as marketing rather than fact. Keeping this straight matters for an independent reference, because superlatives are where promotional material most often overreaches. GIFT City holds the operational-first distinction; Dholera holds ambition and scale. Getting this straight is not pedantry. Overstated firsts and superlatives are precisely where promotional narratives tend to mislead, and an independent reference earns trust by correcting them. GIFT City can fairly claim the operational-first distinction, while Dholera's genuine claims rest on scale, its corridor position and its semiconductor anchor, none of which require the word first to be impressive.
How to think about the comparison
Read together, Dholera and GIFT City show two complementary faces of Gujarat's planned-city strategy: a small, finished financial district and a large, phased industrial city. They are not rivals so much as different instruments. GIFT City demonstrates that India can build and operate a greenfield smart district, which lends some credibility to the model Dholera is pursuing at much greater scale. At the same time, Dholera's far larger size and longer timeline mean its risks and its unknowns are correspondingly bigger, and its end-state targets remain targets. For a reader, the honest conclusion is to judge each by what it is: GIFT City by its operating financial ecosystem, and Dholera by its dated construction milestones. This is a neutral planning comparison and does not sell plots or offer investment advice.
