Solar power integration

Dholera pairs its city plan with a large solar park. The ultimate announced target is 5,000 MW by around 2030, but that is a target, not installed capacity. Phase-I of 1,000 MW is sanctioned, and about 300 MW is reported commissioned by Tata Power. The intent is to feed clean power into the city and industry, though most of the 5 GW ambition is still ahead.

The solar park and its scale

The Dholera Ultra-Mega Solar Power Park is designed to give the region a large, dedicated clean-energy source. The headline figure often quoted, 5,000 MW or 5 GW, is the ultimate announced target, expected by around 2030, and it is important to read it as a target rather than as capacity that exists today. Phase-I of the park is sanctioned at 1,000 MW, with Gujarat Power Corporation Limited as the agency. The park was approved around April 2018. Framing the numbers carefully matters, because the 5 GW figure is sometimes repeated as if built. The accurate position is that a large park is planned, a first phase is sanctioned, and a portion of that first phase is operating.

What is actually operating

As of the latest reliable position, about 300 MW is reported commissioned. Tata Power commissioned a 300 MW Dholera plant using about 873,012 monocrystalline modules across roughly 1,320 acres, described as using large-scale single-axis solar trackers. A central authority quarterly report, as of September 2025, recorded Phase-I as 1,000 MW sanctioned with about 300 MW commissioned and 700 MW under development targeted for around March 2027, awarded to several developers, with some delay attributed to tariff and regulatory disputes. Whether the Tata Power 300 MW is exactly the same as the reported 300 MW commissioned is not cleanly reconcilable, so that overlap is flagged rather than asserted. The bottom line is roughly 300 MW operational, 1,000 MW sanctioned in Phase-I, and 5,000 MW as a long-range target.

How solar ties into the city

Solar integration is part of Dholera's positioning as a green, resource-efficient city, and clean power is also relevant to the industries the region is courting, including semiconductors and data centres, which are large and continuous power users. The idea is that a nearby solar park can supply low-carbon electricity to the city grid and to industrial tenants, supporting sustainability claims and, for some users, green-power commitments. It is worth being precise: a solar park nearby does not automatically mean every consumer runs on solar, because power flows through grids and contracts. So solar integration should be read as a genuine and growing clean-energy asset for the region rather than as a guarantee that Dholera is fully solar-powered.

Reading the numbers honestly

The solar story is a good example of why target, sanctioned and commissioned must be kept separate. Commissioned means operating, which is about 300 MW. Sanctioned means approved for Phase-I, which is 1,000 MW. Target means the eventual ambition, which is 5,000 MW by around 2030. Broker sources sometimes quote other figures such as 1,200 MW, which are not supported by the central authority report and are not used here. The 700 MW balance of Phase-I is under development with a March 2027 target and has faced tariff and regulatory delays. Treating the 5 GW as a plan and the 300 MW as reality is the honest reading. Grid, storage and the honest gap

A point often glossed over is that a nearby solar park does not by itself make a city run on clean power around the clock. Solar generation is intermittent, peaking in daylight, so continuous supply depends on the wider grid, on contracts between generators and users, and increasingly on storage. A large park like Dholera's can supply substantial clean energy into the grid and to industrial tenants who contract for it, which supports genuine sustainability and green-power commitments, but it is not the same as every consumer being solar-powered at all hours. The honest gap is between the headline capacity, of which about 300 MW is operating against a 5,000 MW target, and the practical delivery of reliable clean power to specific users. Reading solar integration this way keeps it as the real and growing asset it is, without overstating what a solar park alone guarantees for a city.
