Town Planning scheme
A Town Planning scheme, or TP scheme (a town planning scheme, the legal process that pools farmland, lays out roads and returns a smaller serviced plot to each owner), is a Gujarat planning instrument that reorganises scattered land parcels into a serviced layout of roads, plots and public spaces. Dholera is planned across six TP schemes, TP1 to TP6, all six draft schemes reported sanctioned.

What a TP scheme is
A Town Planning scheme is a well-established Gujarat mechanism for organised urban development. The planning authority takes an area of many separately owned parcels and reconstitutes them into a planned layout, carving out land for roads, utilities, gardens and public facilities while returning a serviced Final Plot to each original owner. This is the land-pooling method that lets a city be laid out without buying every parcel outright. Dholera is planned across six TP schemes numbered TP1 to TP6. Phase I is TP1 plus TP2, about 153 sq km, with TP2 holding the Activation Area (the first phase of Dholera to get roads, water, power and drainage) and the ABCD building. Per the DSIRDA (the Dholera Special Investment Region Development Authority, the body that plans the area and approves land use) sanctioned plan, Phase II is TP3 plus TP4 at about 126 sq km and Phase III is TP5 plus TP6 at about 142 sq km.
Why TP schemes matter
The TP scheme is where abstract planning becomes a specific, numbered plot with defined boundaries and road access. A plot's TP scheme and its Final Plot number tell you where it sits, how developed the surrounding infrastructure is and how close it is to the Activation Area. Land inside an approved TP scheme is also treated as Non-Agricultural under Gujarat rule, which matters for legal construction. For anyone assessing Dholera land, the TP scheme status is one of the clearest signals of how real and how serviced a location actually is.
