What makes a smart city work

A smart city works when several ingredients come together: trunk infrastructure ahead of demand, an operations brain like an ICCC, anchor employers and jobs, real connectivity, continuity of governance and funding, and, ultimately, actual occupancy. This page sets out those ingredients and assesses Dholera honestly against each, separating what is built from what remains a target.

Infrastructure and an operations brain

The foundation of a working smart city is coordinated infrastructure with a system to run it. That means trunk services, roads, water, power, drainage and data, built ahead of demand, plus an operations centre that monitors and manages them. Dholera scores reasonably here in its developed core. Its Activation Area (the first phase of Dholera to get roads, water, power and drainage) has a reported network of about 72 km of roads, a water treatment plant of about 50 MLD, underground power, fibre and gas, recycled water and stormwater drainage, and an Integrated Command and Control Centre in the ABCD building that is reported operational. This is genuine, and it is the ingredient a greenfield city can deliver earliest. The honest limit is that this coverage is confined to the roughly 22.5 sq km core, while the wider 422 sq km of planned urban land is still ahead.

Anchors, jobs and connectivity

Infrastructure alone does not make a city; people work and live there because of economic anchors and access. A smart city works when it has employers that draw a workforce and connectivity that links it to the wider economy. Dholera has an unusually strong anchor for a new Indian city in the Tata semiconductor fab, reported at about Rs 91,000 crore and under construction, alongside about 300 MW of operating solar and a data-centre agreement, plus a promotional target of more than 800,000 jobs at full development. Connectivity is also arriving: the roughly 109 km expressway reported opened on 31 March 2026, an airport with its first trial landing on 4 June 2026 targeted for late 2026, and a semi-high-speed rail cleared for around 2030-31. The caveat is that the fab has produced no confirmed chip yet and the jobs figure is a target, so the economic engine is starting rather than running.

Continuity of governance and funding

The least glamorous but most decisive ingredient is continuity. Smart cities take decades, so they need governance and funding that persist across political cycles. Dholera is relatively well placed here, with dual backing through DICDL (Dholera Industrial City Development Limited, the company that builds the city), owned 51 percent by Gujarat and 49 percent by the central government via the NICDC (the National Industrial Corridor Development Corporation, the central agency behind the corridor) Trust, a statutory authority in DSIRDA (the Dholera Special Investment Region Development Authority, the body that plans the area and approves land use), and documented government spending such as the roughly Rs 2,784.83 crore in activation-area packages. Set against this is a real record of slippage: the airport date has moved repeatedly since around 2010, land acquisition was litigated with a 2015 court stay, and the wider corridor was described in 2017 as facing abandonments and delays. Continuity is therefore a genuine strength on paper that must keep being proven in practice.

Occupancy is the final test

The ultimate test of whether a smart city works is occupancy: real residents, workers and businesses using the place. Global examples like Songdo show that infrastructure can be finished long before a city comes alive, and Dholera is still early, with a serviced core but little population. So on this decisive measure Dholera has not yet been tested; it has built the stage and is bringing in its first anchor, but the living city is ahead. The fair overall assessment is that Dholera has genuinely delivered the early ingredients, infrastructure, an operations brain, a strong anchor under construction and arriving connectivity, while the later and harder ingredients, sustained continuity and actual occupancy, remain to be proven. A note on measurement

Finally, a working smart city needs honest measurement, because the temptation is to celebrate inputs, kilometres of road, capacity of a treatment plant, a command centre switched on, rather than outcomes, people housed, jobs created, businesses operating. Inputs are easier to build and to publicise, but they are means, not ends. The most useful indicators for Dholera over time will be lived ones: how many people actually live there, how many jobs the anchors generate, how many firms operate, and how reliably the utilities serve real users. These are harder to gather and slower to move than infrastructure figures, which is exactly why they matter. An independent reference should keep asking for outcome evidence and should resist treating finished infrastructure as proof of a working city. Measured this way, Dholera has delivered strong inputs and awaits the outcomes that will show whether the smart city truly works.
