India Semiconductor Mission
The India Semiconductor Mission, usually shortened to ISM, is the central government programme set up to build a domestic chip industry. It was launched in 2021 with an announced outlay of roughly Rs 76,000 crore and sits under the Ministry of Electronics and Information Technology. ISM does not build factories itself. It appraises proposals, approves fiscal support, and coordinates the schemes covering fabrication plants, assembly and packaging units, display fabs, and chip design. Dholera enters this story because the Tata Electronics and PSMC fab, approved by the Union Cabinet on 29 February 2024, was cleared under ISM and is being built in the Dholera Special Investment Region.

What the India Semiconductor Mission is
The India Semiconductor Mission is the nodal body that steers India's push to make chips at home. Announced in 2021 with an outlay of about Rs 76,000 crore, it operates under the Ministry of Electronics and Information Technology. Its job is coordination rather than construction. ISM evaluates applications from companies that want to set up fabs, packaging plants, display units, or design houses, then recommends which ones receive government money and on what terms. The logic is strategic as much as economic. Chips sit inside almost every modern product, from cars and phones to power grids and defence systems, and India has historically imported nearly all of them. By offering to share a large part of a project's capital cost, the government aims to make India an attractive place to build plants that are expensive, slow to profit, and risky to fund alone. ISM also works with state governments, which add their own incentives on top of the central package. The Dholera fab is the clearest example of this layered model. Its approvals are conditional, with money flowing against verified milestones rather than on announcement day.
The four tracks the mission runs
ISM is not a single subsidy but a set of related schemes covering different parts of the chip supply chain. The first track supports silicon fabrication plants, the capital-heavy facilities that etch circuits onto wafers. The second supports display fabs. The third covers assembly, testing, marking, and packaging, the back-end work often grouped under the labels OSAT (outsourced assembly and test, the back end of chip making where finished wafers are cut and packaged) and ATMP. The fourth is the Design Linked Incentive, or DLI, which backs Indian companies and startups that design chips rather than manufacture them. Each track has its own rules, but the common feature is that the government funds a substantial share of eligible project cost, in several cases up to roughly half. Dholera's headline project falls under the fabrication track, while the two additional Gujarat units approved on 5 May 2026, one in Dholera and one in Surat, sit in the broader manufacturing and components space. Reading any Dholera announcement correctly means first asking which track it belongs to, because a fab, a packaging unit, and a design grant are very different things with very different scales.
India-wide progress under the mission
Across the country, the mission has moved from paper to sanctioned projects. On an India-wide basis, government statements describe roughly twelve sanctioned semiconductor projects with a cumulative investment of about Rs 1.64 lakh crore. These figures cover the whole national portfolio, spread across Gujarat, Assam, and other states, and should never be read as Dholera-only numbers. Dholera holds one flagship fab within that national total, not the entire programme. Progress has been uneven, which is normal for an industry where a single fab can take years to move from ground-breaking to first working chip. Some approved units are packaging plants that begin operations sooner, while others are large fabs with long construction timelines. For readers tracking Dholera specifically, the useful discipline is to separate the national headline from the local reality. The Rs 1.64 lakh crore and the count of about twelve projects belong to India as a whole. Where Dholera fits
Dholera is the location of the mission's single largest approved fabrication plant. The Union Cabinet cleared the Tata Electronics and PSMC fab on 29 February 2024, with the project entity Tata Semiconductor Manufacturing Private Limited and an investment of about Rs 91,000 crore, roughly eleven billion US dollars. The Press Information Bureau's Fiscal Support Agreement documentation cites a figure of Rs 91,526 crore. Under ISM terms, the government covers fifty percent of eligible project cost, and the Fiscal Support Agreement for the fab was signed on 5 March 2025. The plant is planned as a 300mm fab with capacity of up to 50,000 wafers per month, targeting mature and specialty nodes rather than the newest cutting-edge process. Ground-breaking took place in March 2024. This makes Dholera the physical proving ground for whether the mission's incentive model can deliver a working commercial fab in India. As of the most recent public information, no source confirms that a finished chip has yet rolled off the Dholera line, and the meaningful dates remain targets rather than achievements.
What the mission does not promise
It helps to be clear about the limits of ISM. The mission is an industrial support programme, not a guarantee of returns for anyone, and it makes no promise about land prices, property appreciation, or investment gains in the region around a fab. Its commitments run to the companies it funds, in the form of cost-sharing tied to verified milestones. The mission also does not claim that every approved project will succeed. The Indian semiconductor story already includes one high-profile plan, the Vedanta and Foxconn joint venture announced with Gujarat in September 2022, that never built a plant and unwound when Foxconn withdrew in July 2023. That episode is a reminder that an announcement, even a very large one, is not the same as a functioning factory. The honest summary is that ISM has created a credible framework and funded real projects, Dholera's fab among them, while the results will only be visible over years as construction, qualification, and production actually happen.
