It is written as an independent reference, not a sales page, and it does not promise contracts or onboarding. The answers describe how supply tiers, registration, certification, land and gas supply generally work, so a business can set realistic expectations. Who can supply the Dholera fab
A fab of this scale, designed for up to 50,000 wafers per month on 300 mm wafers, buys through tiers rather than from a single desk. At the top are core equipment and materials suppliers, established global firms associated with the ecosystem such as ASML, Applied Materials, Lam Research, Tokyo Electron, KLA, Merck, Linde, Air Liquide, INOX Air Products, Entegris and DuPont. Below them sits a much larger world of ancillary and service work where local MSMEs typically enter, including cleanroom construction and fit-out, precision fabrication, facility management, calibration, logistics and general contracting. The first useful step for any business is to identify which tier its capability actually matches, because aiming at core tool supply when your strength is facilities or fabrication wastes effort. A local business can realistically participate, but usually in the supporting tiers, and often first through the general contractors and EPC firms building the plant, who procure heavily during construction. Positioning honestly at the correct tier, with proof you can meet its standards, separates a serious approach from a hopeful one.
Registration and eligibility
Before any large industrial buyer assesses a vendor, it expects the basics to be complete and verifiable. In India that generally means a valid GST registration, a PAN matching the registered entity, and an Udyam MSME registration if the business qualifies, completed free at the official portal udyamregistration.gov.in. These confirm the supplier is a real, tax-compliant business, and MSME status can also open eligibility for procurement preferences that some public and semi-public buyers extend to smaller firms. Getting this paperwork current, consistent and easy to share is the least glamorous and most reliable preparation a supplier can do, because applications with mismatched names, expired registrations or misaligned GST and PAN records tend to stall at the first review. It is worth being clear that registration establishes eligibility and credibility, not entitlement. An Udyam certificate satisfies a document requirement buyers commonly impose and makes a business eligible for certain schemes, but it does not by itself prove the business can meet a fab's quality and safety standards, which is a separate matter demonstrated through certifications, audits and performance.
Certifications and qualification
Quality certifications are a central part of qualifying as a supplier, because a fab cannot risk defective inputs or unsafe practices. A widely recognised starting point is ISO 9001 for quality management, which shows a supplier has repeatable, documented processes. Depending on the work, buyers may also value ISO 14001 for environmental management and recognised occupational health and safety certification, plus evidence of trained personnel for specialised tasks such as cleanroom entry or gas handling. Certifications are necessary for many roles but rarely sufficient alone. Vendor qualification typically combines a document review with a capability assessment, sometimes an on-site audit, and often a trial or sample order before regular purchasing begins. The strongest applicants therefore carry certifications plus records of on-time delivery, quality inspection results, safety records and references. Where direct semiconductor experience is absent, adjacent experience in demanding environments such as pharmaceutical cleanrooms, aerospace or automotive precision work, or facilities work for large plants, helps demonstrate the disciplines a fab values. Certifications open the door and back up a supplier's claims, while demonstrated performance is what ultimately earns and keeps a buyer's trust.
Land, gases and specialised supply
Some supplier questions concern specialised parts of the ecosystem. On land, Dholera is developed under the Gujarat SIR (Special Investment Region, a state-notified industrial zone that gets its own planning authority) Act 2009 with DICDL (Dholera Industrial City Development Limited, the company that builds the city) as the city SPV, and industrial plots are allotted by the authority rather than sold on an open market. A reported 66-hectare Tata Semiconductor SEZ was notified in April 2026, and SEZ units can receive customs and duty benefits and single-window clearance, subject to the rules. Before any land transaction, verify RERA registration through GUJRERA (the Gujarat Real Estate Regulatory Authority, where a legitimate project must be registered) at gujrera.gujarat.gov.in and confirm Non-Agricultural status, noting that land inside an approved Town Planning scheme is treated as N.A. under Gujarat rule. On specialty gases, both bulk gases such as nitrogen and oxygen and electronic specialty gases must meet extreme purity and reliability standards, so fabs commonly source them from on-site or near-site plants run by industrial-gas majors including INOX Air Products, Linde and Air Liquide. Smaller firms usually participate in supporting roles around gas supply, such as piping, cylinder handling, calibration, hazardous-goods logistics and maintenance, rather than as primary gas producers.
Setting realistic expectations
The most important thing a prospective supplier can carry is a realistic view of how this works. There is no single guaranteed route into the fab supply chain, and any claim of assured onboarding should be treated with caution. Qualification is earned over time through registration, relevant certification, demonstrated capability and a clean delivery record, and being approved as a vendor makes a business eligible for orders without guaranteeing volume, since purchasing still depends on demand, performance and competition. Suppliers reach the project through several legitimate channels at once, including the EPC contractors building the plant, the anchor company's own vendor processes, official announcements and supplier meets, and Gujarat MSME development programmes. Proximity to the fab, including holding land nearby, does not by itself create supply relationships. The businesses that progress are those whose claims are backed by records a buyer can check, who target the tier that matches their capability, and who improve their standards deliberately toward what a semiconductor customer expects. Treated as a steady process of building verifiable proof rather than a lottery, supplying the ecosystem becomes a rational pursuit for capable firms.
