Why Dholera for chips

Dholera was chosen for India's first commercial wafer fab for practical reasons: it is a planned greenfield city with trunk infrastructure, land, and clustered power, water, and transport links. This page explains those factors neutrally, noting both the advantages and the fact that much of the surrounding infrastructure is still under construction.

A planned greenfield city, not a retrofit

Dholera is a greenfield node of the Delhi Mumbai Industrial Corridor, developed as a Special Investment Region under the Gujarat SIR Act of 2009. Unlike an older industrial area that must be adapted, Dholera was master-planned from open land, which allows utilities, roads, and digital networks to be laid out before large tenants arrive. The overall region is planned at roughly 920 square kilometres, of which about 422 square kilometres is described as urban-developable. Within that, a plug-and-play Activation Area (the first phase of Dholera to get roads, water, power and drainage) of about 22.5 square kilometres has been developed first, with trunk infrastructure covering power, water, information and communication technology, and roads. For a semiconductor fab, this matters because a fab cannot be dropped onto raw land. It needs reliable utilities, stable ground, road and freight access, and room to expand. A planned node lets the government offer serviced plots with these services routed in advance, reducing the setup burden on the manufacturer. It is worth noting that a master plan is a long-term document, and delivery happens in phases. The Activation Area is the part built out first, so early activity is concentrated there while the wider region continues to develop over time.

Power and water routed in

Chip fabrication is both power-hungry and water-intensive, so a candidate site must be able to supply large, steady volumes of both. Dholera pairs the industrial area with the Dholera Ultra-Mega Solar Park, which has a target capacity of 5,000 MW. Reported status shows roughly 300 MW operational and a Phase-I of 1,000 MW sanctioned, so the full target is a long-term goal rather than a present reality. On water, the Activation Area includes a water treatment plant of about 50 million litres per day and a recycled-water network, reflecting the smart-city design intent to reuse water where possible. Some longer-range or desalination-based supply concepts are discussed for the region, but those should be treated as planned or unverified until confirmed. The practical takeaway is that Dholera was designed with utility demand in mind and offers a clearer path to large power and water hookups than an unplanned site would. Even so, matching a running fab's full appetite for ultrapure water and reliable electricity is a continuing engineering task, and capacity is being built up in stages alongside the fab rather than being fully in place from day one.

Transport and connectivity

A fab needs to move equipment, materials, and people efficiently, so transport links are part of the site logic. The Ahmedabad to Dholera Expressway has been operational since 31 March 2026, shortening road travel to the region's main population and talent centre. A greenfield airport is under construction nearby, with a first trial landing reported on 4 June 2026 and an opening targeted for around September to October 2026. A semi-high-speed rail link has also been approved, reported by the Press Information Bureau on 13 May 2026 at about Rs 20,667 crore for roughly 134 kilometres, with a target of 2030 to 2031. Read together, these projects show a deliberate effort to connect Dholera to Ahmedabad and beyond by road, air, and rail. The honest caveat is that several of these links are still being built or are in trial phases, so their full benefit will arrive over the next few years rather than immediately. For now, the operational expressway is the most concrete connectivity gain, while the airport and rail projects remain works in progress with stated targets that could shift.

Policy backing and land availability

Beyond physical infrastructure, Dholera benefits from policy alignment. It sits within Gujarat, a state that has actively courted electronics and semiconductor investment, and it is covered by the India Semiconductor Mission, which offers fiscal support of up to 50 percent of eligible project cost for approved fabs. The Tata Electronics and PSMC fab, approved on 29 February 2024, anchors the site as India's first commercial wafer fab under construction. Land availability is another practical draw. Because the region was assembled and planned as an investment region, large contiguous plots can be allocated to a single project, which is difficult in crowded existing industrial belts. Two further Gujarat semiconductor units were approved on 5 May 2026, one at Dholera and one at Surat, together worth over Rs 3,900 crore and expected to create over 2,200 jobs, though these figures are still settling. The combination of serviced land, utility planning, transport investment, and central and state incentives is what made Dholera a logical choice. None of this guarantees success, but it explains why planners selected a purpose-built node rather than trying to fit a fab into an older location.
