Where the solar park stands
The Dholera Ultra-Mega Solar Power Park is reported at about 300 MW operational. Phase-I is sanctioned at 1,000 MW, with Gujarat Power Corporation Limited as the agency, and the ultimate ambition for the park is 5,000 MW, or 5 GW, as a target by around 2030. These figures place the park among the larger planned solar developments in the country, though most of that ambition is still ahead. The Central Electricity Authority quarterly report, as on September 2025, records Phase-I at 1,000 MW sanctioned with about 300 MW commissioned, and a further 700 MW under development targeted for March 2027. That remaining 700 MW has been awarded to a set of developers including Tata Power, Vena, ReNew, SJVN, and TEQ Green, and its progress has been delayed by tariff and GERC-related disputes. The Atlas records the 300 MW as the operational figure and treats the 1,000 MW as sanctioned and the 5 GW as a long-range target, keeping the difference between commissioned capacity and planned capacity clear rather than blending them into one headline number.
The Tata Power plant and a reconciliation problem
Within the park, Tata Power commissioned a 300 MW plant, built with 873,012 monocrystalline modules across 1,320 acres, and described as using India's largest single-axis solar tracker. That is a concrete, well-specified installation. The complication the Atlas flags is that it is not cleanly reconcilable whether this Tata Power 300 MW is the same 300 MW that the CEA counts as commissioned in Phase-I, or an additional 300 MW on top of it. The sources do not settle this, and the Atlas does not force an answer. Reported the wrong way, the two 300 MW figures could either be double-counted into 600 MW or wrongly assumed identical, and both errors would misstate what is actually generating. So the honest record is that there is a reported 300 MW operational at the park and a Tata Power 300 MW plant with detailed specifications, and the relationship between the two numbers is not cleanly established. Readers should hold them as possibly the same capacity described twice, pending a source that reconciles them.
Why it matters, soberly
Operating solar capacity at Dholera matters because it is real generation, not a plan, and because it underpins the region's pitch as a place for energy-intensive industry powered by green electricity. A fab, and especially a large AI data centre like the announced L&T Vyoma campus, needs enormous and ideally clean power, and a solar park physically commissioning hundreds of megawatts on site strengthens that proposition in a way that announcements alone cannot. The 300 MW reported operational is the part that is actually delivering, and it is the figure that should anchor any sober description of the park today. At the same time, the honest framing keeps the gap between the roughly 300 MW running and the 1,000 MW sanctioned and 5 GW targeted firmly in view. The park is partly built and largely planned, and its value to the region grows only as the sanctioned and targeted capacity is actually commissioned, much of which depends on resolving the tariff and regulatory disputes noted by the CEA.
What it does not yet mean, and what to ignore
The reported 300 MW operational does not mean the park has reached its 1,000 MW Phase-I sanction, let alone its 5 GW ultimate target. Roughly 700 MW of Phase-I is still under development, targeted for March 2027 and delayed by tariff and GERC disputes, so the larger figures are planned or targeted, not live. The relationship between the CEA's roughly 300 MW commissioned and Tata Power's 300 MW plant is not cleanly reconcilable, and the Atlas leaves it unresolved rather than assuming they are identical or additive. Readers should also disregard broker claims of around 1,200 MW at the park, which are not supported by the CEA record and are not used here. The honest summary is a park with a reported 300 MW generating today, a 1,000 MW Phase-I sanction still being built out, and a 5 GW ambition targeted around 2030, with one internal 300 MW figure that the sources do not fully reconcile. The right way to describe the park is therefore precise about tense, roughly 300 MW is operating, 1,000 MW is sanctioned, and 5 GW is targeted, and any figure larger than the CEA-supported numbers should be set aside until a credible source confirms additional commissioned capacity.
