Activation Area
The Activation Area is Dholera's phase-one demonstration zone, about 22.5 sq km (NICDC (the National Industrial Corridor Development Corporation, the central agency behind the corridor) records 22.54), located inside TP Scheme 2. It is the first plug-and-play area where trunk infrastructure has been built, roughly 4.25 percent of the developable land.

What the Activation Area is
The Activation Area is the first fully serviced zone of Dholera, designed as a plug-and-play demonstration of the wider city. It covers about 22.5 sq km, with NICDC recording 22.54 sq km, and sits inside TP Scheme 2. That is roughly 4.25 percent of the roughly 580 sq km developable land, so it is a starter zone rather than the whole city. It is where the early trunk infrastructure has been concentrated, including underground utilities, roads, the water treatment plant and the ABCD command centre. An older 2020 target of about 120,000 residents and 80,000 jobs for this zone has lapsed and should not be presented as current.
Why the Activation Area matters
Proximity to the Activation Area is one of the clearest documented drivers of land value and genuine development in Dholera, because this is where infrastructure actually exists on the ground today. Plots far outside the Activation Area, sometimes marketed as part of the smart city, are a documented red flag. When assessing progress, the Activation Area is the honest yardstick, it shows what has been delivered rather than what is planned across the full 920 sq km envelope. It is the zone that developers point to when they say the city is real, and it is the zone researchers should measure against.
