Lessons from smart cities that stalled

Many planned and smart cities have underdelivered or stalled, and their common failure modes are instructive: occupancy that never arrives, over-ambition, single-anchor risk, and stop-start funding or politics. This page draws those lessons generically and applies them honestly to Dholera, to show what could go wrong and what the project is doing to guard against it.

The occupancy trap

The most common way a smart city disappoints is that the infrastructure gets built but the people do not come, at least not for a long time. Several celebrated smart cities around the world have been described in their early years as underpopulated, with finished streets and utilities but few residents or businesses. The lesson is that construction is not the same as a living city, and that occupancy can lag infrastructure by many years. For Dholera, which has a serviced Activation Area (the first phase of Dholera to get roads, water, power and drainage) but little population so far, this is the most relevant risk. Its mitigation is to lead with industrial anchors that create jobs and therefore demand, but until those anchors are operating and hiring at scale, the occupancy risk remains live. This is a caution, not a prediction of failure.

Over-ambition and its correction

A second failure mode is over-ambition: launching with headline targets and timelines so bold that reality forces them to be scaled back, sometimes damaging credibility. New cities that promised rapid completion and vast populations have frequently had to trim and delay. The lesson is to right-size ambition and to phase honestly. Dholera carries a very large promotional end state, about one million residents and more than 800,000 jobs over roughly 30 years across a 920 sq km envelope, of which only about 422 sq km is urban-developable and only about 22.5 sq km is the built core. The mitigation is to treat these as long-range targets and to judge the project by dated milestones, which is the discipline an independent reference should apply. Over-ambition is survivable if phasing stays realistic.

Single-anchor and continuity risks

Two further failure modes are single-anchor risk and discontinuity. Single-anchor risk is when a city depends too heavily on one project or tenant, so a setback there jeopardises the whole city. Discontinuity is when political change or funding gaps stall momentum, a pattern seen in stop-start capital projects. Dholera faces a version of single-anchor risk given how much attention rests on the Tata semiconductor fab, though it does have additional anchors in solar, data centres and planned manufacturing, which spreads the bet somewhat. On continuity, its dual state and central ownership is designed to reduce discontinuity risk, but its own history of delays and the 2015 land-acquisition stay show the risk is real. Diversified anchors and steady backing are the defences against both failure modes.

Applying the lessons to Dholera

Put together, the failure modes of stalled smart cities form a useful checklist for Dholera: watch whether occupancy follows infrastructure, whether ambition stays right-sized and honestly phased, whether the project diversifies beyond a single anchor, and whether governance and funding remain continuous. Dholera has real defences, a strong and well-sourced anchor, additional projects, dual-government backing and documented core spending, but it also has genuine exposure, being early, very large, heavily identified with one fab, and carrying a record of slippage. The honest conclusion is that Dholera is not fated to fail like some cautionary examples, but it faces the same well-known risks, and it should be judged by how it manages them over time. This is a neutral, independent analysis and not investment advice; it names no city defamatorily.

Against single-anchor risk, it can diversify beyond the semiconductor fab into solar, data centres and broader manufacturing, which it is attempting. Against discontinuity, its dual state and central ownership is designed to steady funding and resolve across political cycles. None of these guarantees success, and Dholera carries genuine exposure given its early stage and history of delays. But the failure literature is not a prophecy; it is a set of risks that a well-run project can manage, and tracking how Dholera manages them is the fair way to judge it.
