New Clark City is being developed in the Philippines, north of Manila, on land associated with the former Clark military base, and is presented as a resilient, low-density green city intended to relieve congestion in the capital region and to withstand natural hazards. Dholera is India's flagship greenfield industrial smart city on the Gujarat coast, far larger in planned area and focused on manufacturing and industry. Both express the modern greenfield ideal of a coordinated, sustainable, digitally managed city, though they pursue it at different scales and for different economic purposes. Resilience-focused design
New Clark City's distinctive emphasis is disaster resilience. The Philippines faces significant natural-hazard risk, so the project has foregrounded resilient, flood-conscious and low-density design as a selling point. This is a useful lens for Dholera, which has its own serious environmental constraint: it sits on flat, low-lying Bhal coastal land where a large share of the developable area is in the Coastal Regulation Zone and where drainage and flooding are documented planning challenges. Dholera's response includes routing stormwater into a 6.5 km man-made canal and separating its water networks. So both cities have had to make resilience central to their engineering, New Clark against seismic and storm risk, Dholera against coastal flooding and drainage, which is one of the more genuine parallels between them.
Proximity to a metropolis
A key difference is location relative to an existing big city. New Clark City is positioned to serve and relieve the Manila capital region, so it can draw on demand and connectivity from a large nearby metropolis, somewhat like a satellite. Dholera is a more standalone build about 100 km from Ahmedabad, without an adjacent megacity to lean on, which means it must generate its own demand through industrial anchors and new connectivity such as the expressway reported opened in March 2026. This echoes the earlier contrast between satellite and standalone cities. It suggests New Clark may fill partly on spillover demand, while Dholera's filling depends more heavily on its industry succeeding, a harder and slower dynamic.
What the comparison teaches
Comparing Dholera with New Clark City reinforces two lessons. First, resilience-focused design is not optional for either project; both sit on challenging ground and have made environmental engineering central, which is a genuine strength when done well. Second, proximity to demand shapes how a new city fills, and Dholera's standalone position makes its industrial anchors all the more decisive. The honest reading is that Dholera and New Clark share the green-and-smart ambition and the need for resilience, while Dholera carries the extra challenge of building an industrial economy from scratch without a neighbouring metropolis. The shared resilience theme is genuine and creditable, but the demand dynamics differ, and Dholera should be judged accordingly, on a longer timeline and against whether its manufacturing base and connectivity actually create the population and activity that a resilient plan is meant to house.
