What earns Dholera the label

The reason Dholera is talked about as a potential chip hub is concrete. It hosts the Tata Electronics and PSMC fab, approved by the Union Cabinet on 29 February 2024, which is India's first commercial wafer fab under construction. PSMC, Powerchip Semiconductor Manufacturing Corporation of Taiwan, is the technology partner. The reported investment is about Rs 91,000 crore, roughly US$11 billion, with the Press Information Bureau citing Rs 91,526 crore. The plan describes a 300mm fab with capacity of up to 50,000 wafers per month, targeting mature and specialty nodes such as 28, 40, 55, 90, and 110 nanometres, with an ASML lithography partnership confirmed. Beyond the fab, Dholera is a planned greenfield node with serviced land, trunk infrastructure, a paired solar park, and a smart-city water network, which are exactly the conditions a fab needs. Being chosen as the home of the country's first fab, in a purpose-built region, is what gives the chip-capital framing its foundation. That is a genuine distinction, and it explains why so much national attention has focused on this one location within India's broader semiconductor effort.

The supporting build-out

A single fab does not make a hub, and Dholera's case rests partly on the wider build-out around it. The region is a greenfield node of the Delhi Mumbai Industrial Corridor, developed under the Gujarat SIR (Special Investment Region, a state-notified industrial zone that gets its own planning authority) Act of 2009, planned at roughly 920 square kilometres with about 422 square kilometres urban-developable and a plug-and-play Activation Area (the first phase of Dholera to get roads, water, power and drainage) of about 22.5 square kilometres built out first. Utilities are being routed in, including the Dholera Ultra-Mega Solar Park, target 5,000 MW with about 300 MW operational and a 1,000 MW Phase-I sanctioned, and an Activation Area water treatment plant of about 50 million litres per day with a recycled-water network. Connectivity is advancing too: the Ahmedabad to Dholera Expressway has been operational since 31 March 2026, an airport is under construction with a first trial landing on 4 June 2026 and an opening targeted for around September to October 2026, and a semi-high-speed rail link was approved at about Rs 20,667 crore for roughly 134 kilometres, targeted for 2030 to 2031. Two more Gujarat units were approved on 5 May 2026, one at Dholera. Together these show intent to build an ecosystem, not just a plant, though much of it remains in progress.

What is still unproven

Calling Dholera a chip capital today runs ahead of the evidence, and honesty requires saying so. The fab is under construction, with first silicon targeted around December 2026 and commercial production reported for the middle of 2028. As of now, no chip has been produced there. Much of the supporting infrastructure is likewise incomplete: the solar park's 5,000 MW is a long-term target with a smaller share operational, the airport is still being built, and the rail link is years from its target date. A hub, in any meaningful sense, requires operating fabs, reliable yields, repeat customers, a deep supplier base, and a trained workforce, most of which take years to develop. It is also important to keep global context. Even a successful Dholera would begin at the mature-node tier, while Taiwan continues to lead advanced nodes through firms like TSMC. So the accurate description is a chip hub in the making, anchored by a first fab under construction, rather than an established capital. The label points to potential and direction, not to a finished, proven reality.

A balanced outlook

The balanced view is that Dholera has a credible claim to become an important centre of Indian chip manufacturing, without pretending that outcome is already secured. In its favour are a real, approved fab with a named technology partner and confirmed equipment relationships, a purpose-built region with land and utilities planned for exactly this kind of tenant, active infrastructure investment, and central and state incentives through the India Semiconductor Mission, which offers up to 50 percent of eligible project cost for approved fabs. Against a premature verdict are the facts that production has not started, the ecosystem is young, and the wider infrastructure is still being delivered in phases. The sensible way to track Dholera is by milestones rather than labels: does the fab reach first silicon and then commercial production on or near its targets, do yields hold, do customers return, and does a supplier base form around it. If those steps land, the chip-capital description will earn itself over the coming years. Until then, Dholera is best understood as India's leading fab site and a serious contender, described accurately as emerging rather than established.
